A $25,000 gift grows into $1 million of free RCC tuition

Across Rockingham County, countless lives will be touched by the Moore family鈥檚 enduring generosity 鈥 a commitment that began 25 years ago when Marilyn Moore first established a 猫咪社区 scholarship in memory of her husband, Walter.

What began as a $25,000 gift is now a $1 million Walter H. and Marilyn Moore Endowed Promise Scholarship for graduating high school students in Rockingham County to attend 猫咪社区 for free.

Adults hold up a giant $1 million check.
RCC Foundation Executive Director Paul Farrar, RCC President Dr. Sylvia Cox, accept a $1 million check from Chip, Bill and Bob Moore, to establish in their parents’ memory, the Walter H. and Marilyn Moore Promise Scholarship. Rockingham County residents with a 2.0 GPA are eligible for free tuition at RCC through this scholarship.

Now, as the family鈥檚 charitable remainder trust reaches its 10-year distribution point, brothers Chip, Bill and Bob Moore have chosen to honor their parents by expanding that original act of generosity into something far larger than originally envisioned.

The scholarship is open to any Rockingham County resident who meets the minimum GPA requirement of 2.0, a change the brothers feel will open doors for students who may believe college is out of reach. As Bill explained, many students with lower high-school GPAs assume college isn鈥檛 an option 鈥 but this scholarship gives them a real chance.

This new iteration marks an expansion of the original scholarship, which required students to be Reidsville residents with a higher GPA. Students may enroll at RCC full- or part-time and pursue an associate degree, diploma, certificate, or short-term workforce credential.

A promise scholarship is a last-dollar award, which means students will first receive federal or state financial aid as well as RCC Foundation scholarships, and then the promise scholarship kicks in to cover remaining costs except for books and course-specific fees. A promise scholarship is open to students graduating from high school and enrolling at RCC to start fall classes just a few months later.

The gift isn鈥檛 just about access鈥攊t鈥檚 about persistence. Scholarship recipients will be expected to keep their grades up once enrolled, ensuring they remain focused and supported throughout their RCC journey.

鈥淲e hope the opportunities education provided our parents will now provide opportunities for RCC students,鈥 Bill said.

As part of the trust鈥檚 distribution, an additional $1 million will be directed to the Free Clinic of Rockingham County to provide dental care 鈥 another tribute to their father鈥檚 lifelong profession.

Only after understanding the impact of the gift itself does the full story of why it exists come into focus.

The Donors

When Walter and Marilyn Moore began their lives together in Reidsville, long before their sons were born, they could hardly have imagined the enduring legacy their family would leave for Rockingham County students.

They met as students in Reidsville City Schools and began dating in high school, where Walter played in three straight football championships and Marilyn was a cheerleader and valedictorian of her class. Both would go on to become educators themselves. Between college and dental school, Walter taught biology at Wentworth Elementary, while Marilyn taught French at Reidsville Senior High. Education wasn鈥檛 simply a value in their household 鈥 it was a way of life and a pathway to opportunity.

Walter H. and Marilyn Moore

While Walter attended UNC-Chapel Hill and the UNC-Chapel Hill Dental School, Marilyn, a graduate of the Woman鈥檚 College (now UNC-Greensboro), worked as a secretary to a dean in the UNC-Chapel Hill School of Medicine.

After dental school, Walter joined the Air Force so he could support his young family while gaining experience before opening his practice. The Moores raised their family in Reidsville and dedicated their lives to giving back to the community that shaped them.

Walter and Marilyn were charter members of Woodmont United Methodist Church.

Walter served as president of the Reidsville Jaycees, Reidsville United Way, and Reidsville Rotary, where he was a Paul Harris Fellow. He was chairman of the Board of Trustees of the Rockingham County Library, and served on the Board of Directors of the Annie Penn Hospital Foundation, UNC-Chapel Hill Education Foundation, and Mutual Savings and Loan, and on the Advisory Board of BB&T. He was a member of the Board of Visitors of the Lineberger Cancer Research Center.

Marilyn was awarded the UNC-G Distinguished Alumni Award and was a member of the Excellence Foundation. She was president of the Woodmont UMC Women of the Church, the Reidsville Jr. Service League, and the Down To Earth Garden Club. She served on the board of the Lineberger Cancer Foundation, and was a member of the N.C. Historical Book Club.

At Main Street Methodist Church in Reidsville in the early 1940s, Marilyn Moore (in the hat) and Walter Moore (in the white shirt) work on crafts with other children. The pair began dating later at Reidsville High School, where he played in three straight high school football championship games and she was a cheerleader. The couple would eventually marry and leave a legacy of $1 million to 猫咪社区 for scholarships.

Over the next decade, Marilyn Moore continued to steward their charitable remainder trust, and after her passing in 2016, Chip and Bill took on the responsibility of managing the fund. With careful attention, the trust grew significantly 鈥 far beyond what their parents could have imagined.

Following Marilyn鈥檚 passing in 2016, Chip and Bill Moore continued stewarding the trust. With thoughtful management, it grew far beyond what their parents could have imagined 鈥 culminating in today鈥檚 transformational commitment.

While the Moore brothers are modest about their role, they are determined that every eligible student knows help is available. In their parents, they saw humility, hard work, and a quiet commitment to doing things 鈥渢he way you’re supposed to do them.鈥 They remember their father鈥檚 sayings, especially one Chip believes every young person should hear: 鈥淪pend less than you earn.鈥

From those simple, grounding values, the Moore family crafted a legacy that will shape Rockingham County for generations 鈥 a scholarship born from grief, built on gratitude, and expanded through love and stewardship will now open doors for countless students 鈥 just as Walter and Marilyn Moore would have wanted.

To apply for the scholarship, contact RCC’s Financial Aid team at 336-342-4261 ext. 2203 or RCCFinancial_Aid@rockinghamcc.edu.

If you’re interested in establishing a scholarship at 猫咪社区, contact RCC Foundation Executive Director Paul Farrar at 336-342-4261 ext. 2201 or farrarp2869@rockinghamcc.edu.

Flexibility That Makes College Possible /flexibility-that-makes-college-possible/ Thu, 30 Apr 2026 20:01:44 +0000 /?p=33518 The quarter-cent sales tax has added flexibility to some RCC classes, so students can attend in person, live online, or later when their schedules allow.

Quarter-cent sales tax funds technology for classrooms that meet the needs of students
Quarter-cent sales tax for RCC logo

For Allegra Simpson, flexibility isn鈥檛 just a convenience 鈥 it鈥檚 what makes college possible.

And the quarter-cent sales tax passed by Rockingham County voters in 2018 is what has made flexible college classes possible.

At 27, Simpson is a full-time employee, a single mother to a three-year-old daughter, and a Criminal Justice student at 猫咪社区. She dropped out of school in 11th grade, and after earning her GED at RCC, she decided to keep moving forward, even though she wasn鈥檛 sure how traditional college classes would fit into her already full life.

A mother and toddler smile, sitting at a table in a restaurant.
Allegra Simpson says the flexibility of classes at 猫咪社区 enables her to take classes and still be at home taking care of her young daughter.

鈥淚 didn鈥檛 know what college was going to look like,鈥 Simpson said. 鈥淚 didn鈥檛 know if I鈥檇 have to be in a classroom all day, every day. With working full time and raising my daughter, I didn鈥檛 think that was something I could realistically do.鈥

That changed when she learned about HyFlex courses 鈥 classes designed to let students attend in person, join live online, or watch later on their own time. Simpson enrolled in a Criminology course taught by Valerie Bowers, program coordinator and faculty member for RCC鈥檚 Criminal Justice program.

HyFlex courses were made available through the creation of Zoom Rooms, with technology added to classrooms that allows students in the room and students online to participate together in real time.

Three classrooms were upgraded with this equipment 鈥 one in the Advanced Technologies building, and two in the Jerry Owens Health Sciences building.

The overall project cost about $115,000, which was covered by revenue from a quarter-cent sales tax that benefits 猫咪社区 鈥 and is just one of many projects on campus that have increased the capabilities of students to learn and instructors to teach. This particular project helps students learn even if they cannot attend class on campus in person.

鈥淎s I鈥檓 teaching live with students in the classroom, I also have students online who are interacting with us at the same time,鈥 Bowers explained. 鈥淚f students are working and can鈥檛 attend live, they can go back later and participate that way, too. It really helps students who have different careers and responsibilities but still want that live back-and-forth conversation.鈥

For Simpson, that flexibility has been essential. Some days she logs in live and follows along from home. Other days, when work is busy or her daughter needs more attention, she watches the class later 鈥 often late at night or early in the morning while her daughter is sleeping.

鈥淪ometimes it鈥檚 2 or 3 in the morning when I finally have time,鈥 she said. 鈥淚 can pause, rewind, and really understand what I missed. I like that I don鈥檛 have to choose between being a parent, keeping my job, and staying in school.鈥

Even when she鈥檚 not physically in the classroom, Simpson says the experience still feels personal. Bowers regularly calls on online students, incorporates them into discussions, and uses shared virtual whiteboards so students can participate regardless of how they鈥檙e attending.

An instructor teaches a classroom of students, with notes being projected on a whiteboard, and cameras on the ceiling that enable her to be connected with students at home.
RCC Faculty and Program Coordinator Valerie Bowers teaches a Criminal Justice class in a HyFlex classroom, which enables students to attend in person, watch live and participate from home, or watch a recording at a later time.

鈥淲e鈥檙e all doing the same activities,鈥 Bowers said. 鈥淪tudents in the classroom and students online are engaging in the same discussions, using the same tools, and contributing together. They鈥檙e getting the information in multiple modalities, but they鈥檙e still having similar learning experiences.鈥

That sense of inclusion stands out to Simpson. 鈥淪he makes sure I鈥檓 involved,鈥 she said. 鈥淪he鈥檒l call on me, talk about me being there, and it really makes me feel like I鈥檓 part of the class, not just watching from the outside.鈥

The HyFlex format also means students who would otherwise have to miss class don鈥檛 fall behind. Simpson has seen classmates log in when they were sick, had work conflicts, or had obligations at another school.

鈥淚t鈥檚 really cool to see people still able to show up,鈥 she said. 鈥淓ven when life happens, you don鈥檛 have to completely miss out.鈥

Simpson works from home for CVS Specialty Pharmacy and was recently promoted to an auditing position. Because of her workload and family responsibilities, she takes two classes per semester instead of a traditional full-time course load 鈥 a pace she says is sustainable and realistic.

鈥淚t might take me longer to graduate, but that鈥檚 okay. What matters is that I can keep going,鈥 she said.

For Simpson, continuing her education is about building stability and a future for her daughter.

鈥淚 honestly don鈥檛 know how this would work for me without this option,鈥 she said of the HyFlex technology.

猫咪社区 is offering a range of summer learning opportunities designed to strengthen academic skills and expose students to future career pathways, with programs available for students from rising seventh grade through high school.

This summer, the college will host two math-focused camps for middle school and early high school students, along with three no-cost Career Launch pathways for high school students that combine hands-on learning with college credit and career exploration.

Summer Math Camps for Rising 7th鈥9th Graders

RCC鈥檚 Summer Math Camps are open to students entering seventh, eighth, and ninth grades and are designed to help participants build confidence in mathematics while exploring real-world applications in science, technology, engineering, and math-related fields. They will be held Mondays-Thursdays from 9 a.m.-2 p.m. in RCC’s Science Building, Room 103B. The cost is $75, and students should bring a packed lunch each day.

Math Camp: Trigonometry and Functions Exploration will be held June 15鈥25. Students will study trigonometric functions, strengthen problem-solving skills, and learn how math concepts connect to real-world applications. The camp also provides early exposure to STEM-related fields.

The second offering, Math Camp: Statistical Methods and Data Exploration, will take place July 6鈥16. This camp focuses on statistical thinking, using real-world datasets, and applying technology to create charts, tables, and data summaries. Students will engage with college-level material while learning how data analysis is used in everyday decision-making.

Both math camps are designed for students ages 13 and older and emphasize hands-on activities and practical learning experiences.

猫咪社区 Career Launch Summer 2026 program for high school students in the graduating classes of 2026, 2027, and 2028. The program offers free tuition and free college and high school credit through a hands鈥憃n, engaging summer college experience designed to help students explore real career pathways. Program dates are June 15 through July 21, with no camp held July 1 through July 5. Students select one pathway: Early Childhood Education, Welding, or Fine Arts. Early Childhood Education is available to students from McMichael High School, Morehead High School, and Early College. Welding and Fine Arts are available to students from Reidsville and Rockingham County High Schools, and to Bethany Community Baptist and homeschooled students. The flyer includes a deadline to connect and apply by May 18 and provides registration information.

Career Launch: No-Cost Summer Programs for High School Students

In addition to the math camps, RCC is offering Career Launch, a free summer program for high school students graduating in 2026, 2027, or 2028. Career Launch provides immersive, career-focused experiences that allow students to earn high school and college credit while exploring high-demand career fields.

Students will engage in real鈥憌orld, skills鈥慴ased learning aligned with local workforce needs. Each pathway offers practical experience that connects classroom learning to future careers.

Students learn in small cohorts taught by RCC faculty alongside a Career & Technical Education (CTE) high school teacher, gaining academic confidence, college readiness skills, and familiarity with campus life.

Career Launch runs from June 15 through July 21, with no camp scheduled July 1. Students attend camp on campus Mondays through Thursdays from 9 a.m. to 4 p.m., with lunch provided at no cost.

Students may apply to one of three academic pathways:

  • Early Childhood Education, which includes coursework in early childhood education and 60 hours of job shadowing, allowing students to earn college credit, one high school credit, and internship hours.
  • Welding, where students take a gas metal arc welding course aligned with workforce needs and earn both high school and college credit.
  • Fine Arts 鈥 Visual Arts, which offers instruction in drawing and foundational visual arts skills, with students earning high school and college credit.

All Career Launch program costs 鈥 including tuition, textbooks, materials, and fees 鈥 are covered, removing financial barriers for students and families. Participants who successfully complete the program may also be eligible for a stipend.

Building Skills and Career Awareness

Together, the math camps and Career Launch programs reflect RCC鈥檚 broader commitment to preparing students for academic success and future careers by offering early exposure to college-level learning and workforce pathways. Families are encourage to register early, as space is limited.
